The book's rules on conjuration and confusing and spread over a few sections. Here are Xu and my attempt at something a bit more clear:
I'll use 'reverse rank' instead of subtraction to make it easier to read. This rev rank is just the usual rank turned upside down, so the highest becomes the lowest. It is easier to determine the strength of the conjuration by using the ranks as a guide to how long it takes to conjure and how powerful the conjuring can be. 22 or 23 PCs and NPCs in the list, so the best-ranked Psy guys can go a little crazy with the conjures. But not too crazy.
The conjurer must hold or touch all conjuration except when embedded in a spell.
Conjure Shadow Shape: 10 minutes to prepare plus one minute per point of power. Item can not be moved from the shadow of creation and has no defence against magic, Pattern, Logrus, or Tump powers. Lasts reverse rank hours in places of limited or no magic, shorter time in other shadows.
Complex Conjuration: 10 minutes to prepare plus one hour per point. Limited by the lesser of the reverse rank of Psyche and Endurance. Points must be declared before starting the conjuring, and nothing is created if the limit is reached before the item is complete. Item is permanent in the shadow of its creation and has usual resistance to sorcery.
Greater Conjuration: Item is permanent and can exist in all shadows, Amber and Courts of Chaos. 10 minutes plus 10 hours per point. Limit is the lesser of the reverse rank of Psyche and Endurance divided by five rounded down. Again, all points have to be declared before starting the conjuring, and if the character's limit is reached before completion, then no item is created.
