non-magicked mirrors or other reflective surfaces (substitutes - Rebma, pg 249) CAN be used to initiate the use of m-w abilities for a few short usages (a couple of hours), but doing so makes them "flawed and unreliable", possibly affecting nearby mirrors, until ritually "cleared" - an uninterrupted 12-hour process [Rebma, pg 245].
It's possible, using one's mirror and basic m-w ability to establish a link to another reflective surface for the purpose of spying on an area beyond [Rebma, pg 242], or pass through using the advanced power [Rebma, pg 249].
I believe that you are thinking of the example given in the book where a previously seen mirror above Llewella's fireplace is reached for by a basic user... and neither it nor any other mirror in that room was 'found' because it was warded (nothing said about it being enchanted); the basic m-w user doing the looking assumed that maybe the room had been redecorated [Rebma, pg 244] - the linking to Flora's mirror example is found on pg 250, just before Reflection "Storage"... I also believe that you are thinking 'that specific mirror (in that location)' instead of any mirror in that location (or close enough to it). Katerina's mirror-cloak (the flavor of its enchantment) is known to Lorelei from their time on the Antelope, and the relative direction (away from the docks/into town) in which it lays. I ~am~ making the assumption that there are few-to-no other magicked mirrors along that path, other than at the Rebman embassy, making it easy for Lorelei to locate Katerina's mirror-cloak, and take a peek...
I'm taking a little bit of liberty with the "they must remain stationary while in use to work properly [Rebma, pg 241]" to mean stationary within a frame of reference; i.e. a mirror mounted to a wall of a ships is stationary to the room even when the ship is being tossed about in a storm (or a mirror set in a compact held steady at arms length). And while it may not be 'proper useage', a mirror in motion (on either end) can be used though the resulting bounce and spin may be nausea inducing, with Adv m-w smoothing that out.
Ultimately, it's your game and your call. I'm just trying to generally stay as close to the source material as I can until I hear otherwise, and realizing that from time to time I may have misremember something along the way.
Getting back to the question, I would still have Lorelei follow those same actions unless there is an event big enough to alter her choice of action, like rioting right outside the establishment's door or being stopped by someone wanting to talk with her, etc... She wants to put the fire out before it spreads. And then there is the 'needing to get/be close to' Kat and her goddess, for multiple reasons, in the short term...
